The Dubai Financial Services Authority (DFSA) has unveiled proposals for a sweeping overhaul of the investment fund regime in the Dubai International Financial Centre (DIFC), marking the most significant review of the framework in more than 16 years.

The proposed reforms are aimed at making the DIFC an even more attractive destination for fund managers and global investment firms, while continuing to uphold the high standards of investor protection that have become a hallmark of the financial centre.

Among the key proposals is the introduction of a more risk-based regulatory approach, designed to simplify compliance requirements for fund managers without compromising regulatory oversight. The consultation also outlines plans to modernise fund classifications to better reflect today’s evolving investment landscape.

Looking ahead, the DFSA is exploring innovative initiatives such as the tokenisation of investment fund units and the introduction of long-term investment funds. These measures are expected to support emerging investment trends while expanding the range of fund structures available within the DIFC.

If implemented, the reforms could further strengthen Dubai’s position as a leading regional hub for wealth and asset management. A more flexible and modern regulatory framework is expected to attract additional international asset managers, encourage new investment products, and enhance the DIFC’s appeal to global financial institutions.

The proposals also align with the DIFC’s broader strategy of fostering innovation, maintaining regulatory excellence, and creating a business friendly environment that supports the growth of the financial services sector.

The DFSA is now inviting feedback from fund managers, financial institutions, industry professionals, and other stakeholders before finalising the new rules.

As the DIFC continues to expand its global footprint, the proposed reforms underscore Dubai’s commitment to building a forward-looking financial ecosystem that remains competitive, innovative, and aligned with international best practices.
